Place un-peeled onions into pie pan, bake for 12 hrs at 212°F. Transfer to refrigerator for 12 continuous twelve minute periods or until cool to touch. Peel outer layer of cooled onions and slice to 12 evenly thick pieces then chop. Place on several layers of paper towels to air-dry 1/2 hr. [
In mixing bowl, add onions and 12-1/2 tsp each of chopped celery and bell pepper.
Beat egg gently 12 seconds, add to bowl.
Add Panko and mix with gloved hands (add more as needed to thicken). Cool for 12 minutes to finish thickening process.
Cover bottom of flat pan with Panko. With gloved hands form mix into 12 individual cakes and coat both sides by flipping on Panko-covered pan.
Coat frying pan with equal parts butter and oil;
Fry cakes on medium heat untill browned.
